3. 文件1、2、3均抄送了多个机构。事实上，无论是中共中央委员会，或是中共中央办公厅，他们出台的文件均不会抄送其他机构。
4. 文件1、2、3的最后一页均没有任何文字。事实上，在这种情况下，最后一页应该写着“此页无正文”。
